“I don’t really know what really happened,” said Danny Roderick, the chief executive of Westinghouse, when asked by NIW on Jan. 17 about his reaction to the Hungarian news.

“If Hungary did a technology selection, and scored everybody out, and said ‘I like that plant better’ then I have no problem with that. If it’s just because the government of Russia came in and bought the job, for lack of a better term, that’s hard on private companies.”

Already there have been questions in both Budapest and Brussels as to whether the selection of Rosatom at Paks might have violated existing rules. “If you’re not going to follow the rules, and competition space, at least compete the non-competing,” said Roderick.

А в Болгарии, значит, был competition?

Венгры ещё не до конца успели порадоваться своей удаче, а им уже предстоит защищать право работать с россиянами перед евробюрократией.

Журнал "HVG" сообщил со ссылкой на Шанталь Хьюз, пресс-секретаря еврокомиссара по внутренней торговле Мишеля Барнье, что Еврокомиссия вскоре приступит к изучению вопроса о выборе российских реакторов для новых блоков АЭС "Пакш" без конкурса.

Хьюз подчеркнула - Еврокомиссия придаёт вопросам конкурсности большое значение, поскольку "это является основой экономической политики Европы"

Однако, должность "еврокомиссар", не соответствует традиционному образу. Какой комиссар без кожанки и нагана? А по сути, была новость ЕК изучит договор РФ и Венгрии о строительстве двух новых энергоблоков АЭС Пакш, немногим ранее, но от РИА.

Благодаря Красимиру и команде сайта AtomInfo.Bg, есть некоторые новости (http://atominfo.bg/?p=23083), постоянный представитель при EC (EK) Péter Györkös от Венгрии получил разъяснение по 2-м новым блокам Пакша от главного по энергополитике (энергетике) Dominique Ristori, 103 статья не нарушается, претензий в заключении договора нет. Рекомендовано согласовать с МАГАТЭ пункты по гарантиям в будущем договоре.

EU Commission Green - Lights Hungary’s Paks Nuclear Deal

The European Commission’s Directorate-General for Energy has reviewed and raised no objection to a draft of Hungary’s agreement with Russia on the upgrade to the Paks nuclear power plant for compliance with the Euratom Treaty.

“After examination of the draft Agreement, I would like to inform you that my services did not find any element that would as of itself impede the application of the Euratom Treaty in the meaning of its Article 103,” Dominique Ristori, Director-General of the European Commission’s Directorate- General for Energy, told Péter Györkös, Hungary’s permanent representative to the European Union in Brussels.

Hungary signed an agreement on Jan. 14 on the construction of two blocks at the Paks nuclear power plant by Russia’s Rosatom. Russia is lending Hungary 10 billion euros at favourable rates to cover 80% of the project’s costs.

Article 103 of the treaty establishing the European Atomic Energy Community requires EU member states to communicate draft agreements with third countries or international organisations in so far as they concern the application of the treaty.

Ristori recommended that Hungary make a reference to “nuclear safeguards” in the agreement and instructed correct references to be made to the safeguards agreement with the IAEA.
