В аварийных инструкциях TEPCO были следующие положения:

Решение о проведении вентиляции принимает ERC (станционный кризисный центр, то есть, директор станции):

Директор Ёсида проинформировал правительство (?!) о намерении вентилировать первый блок. Согласие было получено на вентиляцию после того, как закончится пресс-конференция в 03:00 12.03.
